Notice Board if send by employee didn't give notification

Hai,

I uses App Version 4.0.1
just trying its feature, notice that when employee create notice board, it didn't show in notification and didn't send email, but if admin create, it send email and shown in notification icon

is it normal?

and Also notice the date created show yesterday date. i don't know if it because i use UTC +7 as my time zone.
